On January 14th 2010 the Cayman Islands government published the Immigration (Amendment) Regulations, 2010 which bring into law a radical number of increases in work permit fees for employers. These new fees take effect on Monday January 18th and include increases of up to 300% in annual permit fees in addition to increases in almost all administrative charges relating to Immigration matters. The 2nd bi-annual conference of the Irish Recruiters Linked in Group was held in the Westbury Hotel in Dublin on October 6th 2009. Continuing the first conference's theme of "The Future of Recruitment", key topics included social media, search engines, micro-blogging, green IT, cloud recruitment and much more. Key presentations on the day included our host, Declan Fitzgerald of Microsoft Ireland outlining his thoughts on the killer trends and apps that will revolutionise the industry; Bill Fischer, co-founder of TwitterJobSearch discussing how his innovative search business is taking on the big job boards, Martin Cerullo of Alexander Mann Solutions outlining best practive amongst global recruiters and Fergal O'Byrne of Irish video-interview solutions start-up, Sonru. Select People Offshore Recruitment polled the Top 100 Employers in the Cayman Islands between the 3rd and the 20th February 2009 to gauge the sentiment of employers in the Islands regarding the global economic downturn.

We spoke to just over one hundred Managing Directors, HR Managers and Hiring Managers and asked them their opinion on the downturn, its impact on the Cayman Islands and their outlook for the next year.

The companies chosen were a cross-section of banks, fund administrators, law firms, retailers, construction & property firms, auditors, hotels and professional services firms that accurately reflect the employer demographics of the island.

The results of this poll show that the outlook is not as bleak as many may have thought, with numerous firms seeking to expand their workforce and making bold predictions about the years ahead. Highlights include:

Majority expect economy to improve next year

91.4% of respondents are of the opinion that the global downturn will not reverse itself for at least another year, which pretty much writes off 2009 as a year of negative or flat growth. The majority of business leaders seem to believe, however, that the economy will improve during 2010 (54.3%) with just over one third (37.1%) of the opinion that the economy will not begin to improve until 2011.

Over half of all employers hired new staff recently

The period November - February is often the quietest time of year for recruitment as year-end hiring freezes are imposed and employees resist resigning before they are paid their annual bonuses in Q1. One would expect then that the last 3 months would have been the slowest few months in recruitment in many years yet over half of all of the employers polled (51.4%) stated that they had hired new staff during this period.

In late 2008, The Legislative Assembly passed a number of important changes to the Immigration Law entitled The Immigration (Amendment) Law, 2008 and The Immigration (Amendment) Regulations, 2008. Our Immigration experts prepared a detailed review and summary of theses changes to enable you, as an employer, employee or prospective employee in the Cayman Islands, to understand the new law and regulations.

Many of the changes made in late 2008 involved the tidying up of legal wording in the 2007 Law, removing unnecessary text or rephrasing certain laws and regulations to make the clearer.
